3. (25%) A curfew was established in A town and an evaluation of the effectiveness
of the curfew was conducted. Preprogram and postprogram delinquency-rate
data were collected both A town and B town, a comparison town in the same
county that did not and does not have a curfew. Consider the data below,
intended to determine the impact of the curfew in A town upon juvenile
delinquency rates,


A1 juvenile delinquency rate in A1 for the month of August last year
A2 juvenile delinquency rate in A1 for the month of October last year
B1 juvenile delinquency rate in B1 for the month of August last year
B2 juvenile delinquency rate in B2 for the month of October last year
The curfew for juveniles was implemented in A town effective September 1, last year.
Assume no curfew in B town and no prior curfew in either town.
Delinquency rate:
A1=0.050 A2=0.040
B1= 0.025 B2=0.020
