 (a) The Document of Compliance should be issued by the Administration, by an organization recognized by the Administration or at the request of the Administration, by another Contracting Government to the Convention to any Company complying with the requirements of this Code for a period specified by the Administration which should not exceed five years. Such a document should be accepted as evidence that the Company is capable of complying with the requirements of the Code.
