二、想像一個城市，其大部分的城區有寬闊的馬路和嶄新的建築物，但是城市中還剩下一個老舊城區，街道狹小彎曲有如迷宮，居民多半不是地主，而是長期在此租屋且是從事社會底層工作之弱勢族群。此區因為政府長期忽視，公共衛生設施不足，房舍老舊。許多市民視該區為城市之瘤、影響城市整體形象。因此，政府計畫對該舊城區進行更新，以區段徵收方式進行，將全面剷除現有建物，換上高樓大廈與大面積公園綠地。但此案將造成多數現有弱勢居民被迫遷離家園，因而引起地方上極大反彈；然而舊城區以外的許多民眾均支持此案，多認為都市要進步，勢必得犧牲少數人。你支持或不支持這樣的都市更新方式？理由為何？(50 分)

一、都市區域內的土地，概略而言有三種使用形式：其一是建地，也就是供住宅、工商業等使用之建築物；其二是基礎建設，包括道路、橋樑、廢棄物處理場、淨水廠等等之用地；其三是公園、廣場、其他綠地等具休閒及生態功能之開放空間。以上三種都市空間對都市發展都很重要，但是都市土地有限，三者都不可能極大化。試論述：如果你是台灣某個現有城市的都市規劃師，要在永續發展前提下進行未來都市空間規劃，在都市不擴張的狀況下，你該如何調配這三類土地使用形式？請選擇台灣一個特定城市來論述。請先說明這三種土地使用形式的重要性、討論該城市當前之土地使用調配問題(例如居住空間擁擠、建地不足；或是土地浮濫開發、空屋已過多；或是公園綠地不足等等)、最後描述該城市應如何調配這三種土地使用，才能夠邁向永續城市。(50 分)
